We stayed in Mirador Mansions one year ago on the thirteenth floor. Sorry, I forget the actual name of the hotel but as you get off the elevator it is immediately to the right. We paid $160 HK per night for a double room with private bathroom, air-con and TV. It was cramped, of course, but clean. I don't really know about the security issue but we were there for several days and never experienced a problem.
